Dans cette zone, la vitesse des v\u00e9hicules est limit\u00e9e \u00e0 30 km\/h. Toutes les chauss\u00e9es sont \u00e0 double sens pour les cyclistes, sauf dispositions&nbsp;<span style=\"line-height: 21.125px;\">diff\u00e9rentes<\/span>&nbsp;prises par&nbsp;l\u2019autorit\u00e9 investie du pouvoir de police. Les entr\u00e9es et sorties de cette zone sont annonc\u00e9es par une signalisation et l\u2019ensemble de la zone est am\u00e9nag\u00e9 de fa\u00e7on coh\u00e9rente avec la limitation de vitesse applicable.\u00bb<\/span><\/i><\/p>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">La zone 30 est un espace public o\u00f9 l\u2019on cherche \u00e0 instaurer un \u00e9quilibre entre les pratiques de la vie locale et la fonction circulatoire en abaissant la vitesse maximale autoris\u00e9e pour les v\u00e9hicules. Ceci doit aider au d\u00e9veloppement de l\u2019usage de la marche en facilitant les travers\u00e9es pour les pi\u00e9tons et l\u2019usage du v\u00e9lo en favorisant la cohabitation des v\u00e9los avec les v\u00e9hicules motoris\u00e9s sur la chauss\u00e9e<\/span><\/span><\/span><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-src=\"https:\/\/velocite-narbonne.fr\/wp-content\/uploads\/2015\/11\/difference_panneaux.jpg\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" class=\"lazyload\" style=\"--smush-placeholder-width: 861px; --smush-placeholder-aspect-ratio: 861\/360;\" \/><\/figure>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">LE CHOIX DE LA VITESSE LIMITE<br><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><i>Article R.110-2&nbsp;<\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><i>\u00ab Dans cette zone, la vitesse des v\u00e9hicules est limit\u00e9e \u00e0 30km\/h \u00bb<\/i><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">La vitesse est limit\u00e9e \u00e0 30 km\/h pour tout type de v\u00e9hicules,c\u2019est-\u00e0-dire, les v\u00e9los, les cyclomoteurs, les motos, les automobiles, les v\u00e9hicules de livraisons, les bus. Le parti pris d\u2019avoir fait figurer cette prescription de limitation de vitesse sur le panneau rappelle cette exigence.<\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">Un v\u00e9hicule qui roule \u00e0 30 km\/h n\u00e9cessite une distance de 13 m environ pour s\u2019arr\u00eater en cas d\u2019urgence (1 seconde de r\u00e9action + d\u00e9c\u00e9l\u00e9ration du v\u00e9hicule) au lieu de 28 m \u00e0 50 km\/h. Cette vitesse r\u00e9duite permet \u00e0 l\u2019automobiliste d\u2019avoir un champ visuel fonctionnel plus large, d\u2019\u00e9tablir un contact visuel avec les autres usagers et d\u2019augmenter ainsi les chances d\u2019\u00e9viter un pi\u00e9ton.<br>En cas d\u2019accident avec pi\u00e9ton, la probabilit\u00e9 de tuer un pi\u00e9ton passe de 100% \u00e0 70 km\/h, \u00e0 50 \u00e0 80% \u00e0 50 km\/h et \u00e0 environ 10% \u00e0 30 km\/h.<\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">C\u2019est en raison de cette faible vitesse des v\u00e9hicules qu\u2019une cohabitation dans de bonnes conditions de s\u00e9curit\u00e9 est possible entre les v\u00e9hicules motoris\u00e9s et les v\u00e9los sur la m\u00eame chauss\u00e9e. Elle permet \u00e9galement aux pi\u00e9tons de traverser la voie en tout point, d\u00e9s lors qu\u2019ils se situent&nbsp;<\/span><\/span><\/span><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><span style=\"font-family: Arial, sans-serif;\">\u00e0 plus de 50 m\u00e8tres du passage pi\u00e9ton le plus proche.<\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">LES CYCLISTES<br><\/span><span style=\"font-size: small;\">Les cyclistes et les modes motoris\u00e9s se partagent la chauss\u00e9e sans n\u00e9cessit\u00e9 de s\u00e9gr\u00e9gation avec des\u00a0voies d\u00e9di\u00e9es. Ceci suppose une homog\u00e9n\u00e9isation des vitesses pratiqu\u00e9es : c\u2019est \u00e0 dire moins de 30 km\/h pour tous les usagers.<br><i>\u00ab\u00a0les chauss\u00e9es sont \u00e0 double sens pour les cyclistes, sauf dispositions diff\u00e9rentes prises par l\u2019autorit\u00e9 investie du pouvoir de police \u00bb\u2026<br><\/i>La g\u00e9n\u00e9ralisation du double sens cyclable vise \u00e0 accompagner le d\u00e9veloppement de l\u2019usage des v\u00e9los.\u00a0Les cyclistes font rarement les d\u00e9tours engendr\u00e9s par la pr\u00e9sence de voirie \u00e0 sens unique, soit parce que l\u2019itin\u00e9raire impos\u00e9 est plus long, soit parce qu\u2019il est ressenti comme plus dangereux. Ils pr\u00e9f\u00e8rent alors souvent circuler ill\u00e9galement sur les trottoirs. Il s\u2019agit donc de pr\u00e9venir ces comportements non par la r\u00e9pression mais par une signalisation et, l\u00e0 o\u00f9 c\u2019est n\u00e9cessaire par un am\u00e9nagement adapt\u00e9.<\/span><\/span><\/span><\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" data-src=\"https:\/\/velocite-narbonne.fr\/wp-content\/uploads\/2015\/11\/double-sens-cyclable.jpg\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" class=\"lazyload\" style=\"--smush-placeholder-width: 527px; --smush-placeholder-aspect-ratio: 527\/300;\" \/><\/figure>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><\/span><\/span><\/span><span style=\"font-size: small; font-family: Arial, sans-serif; color: #000000; font-style: inherit; line-height: 1.625;\">Les organismes gestionnaires de la voirie devront donc \u00e9tudier l\u2019ensemble des voiries en zone 30 pour, soit dans le cas g\u00e9n\u00e9ral cr\u00e9er des doubles sens cyclables, soit pour justifier dans un arr\u00eat\u00e9 \u00e0 prendre obligatoirement l\u2019impossibilit\u00e9 de r\u00e9aliser ce double sens cyclable.<br><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">Dans le cas o\u00f9 cette possibilit\u00e9 de double sens n\u2019est pas offerte, l\u2019autorit\u00e9 investie du pouvoir de police devra justifier son choix par des contraintes propres \u00e0 la voirie et \u00e0 son usage (nature du trafic dont une forte pr\u00e9sence de poids lourds, etc.). Rappelons \u00e0 cet effet, que la pr\u00e9sence de stationnement sur voirie est le r\u00e9sultat d\u2019un choix et non une contrainte ex nihilo, le choix d\u2019offrir ou de maintenir du stationnement ne saurait dans le cas g\u00e9n\u00e9ral justifier l\u2019absence de mise \u00e0 double sens cyclables des rues \u00e0 sens unique.<br><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">Il importe d\u2019examiner au cas par cas les carrefours qui constituent les points d\u00e9licats de l\u2019am\u00e9nagement de la voie r\u00e9serv\u00e9e aux cyclistes.<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">La signalisation \u00e0 mettre en place reste identique \u00e0 la situation actuelle (voir r\u00e9glementation en vigueur).<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">On veillera \u00e0 la continuit\u00e9 de ces doubles sens cyclables aux limites des zones 30.<\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">LES PERSONNES \u00c0 MOBILIT\u00c9 R\u00c9DUITE<br><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">Les personnes \u00e0 mobilit\u00e9 r\u00e9duite regroupent non seulement les personnes en fauteuil roulant, celles ayant&nbsp;<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">des handicaps sensoriels (aveugle, malvoyant, sourd, malentendant\u2026) ou intellectuels (probl\u00e8me cognitif,<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">etc.), mais aussi les personnes transportant des bagages lourds, les personnes \u00e2g\u00e9es, les femmes enceintes, les adultes avec une poussette ou un caddie, etc<br><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><i>Loi n\u00b02005-102 du 11 f\u00e9vrier 2005, d\u00e9crets n\u00b02006-1657 et n\u00b02006-1658 du 21 d\u00e9cembre 2006,<br><\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><i><span style=\"font-size: small;\">Arr\u00eat\u00e9 du 15 janvier 2007, alin\u00e9a n\u00b03 \u2013pro!l en travers :<\/span><\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><i>\u00ab \u2026 La largeur minimale du cheminement est de 1,40 m\u00e8tre libre de mobilier ou de tout autre obstacle&nbsp;<\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\"><i>\u00e9ventuel\u2026\u00bb<br><\/i><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">La loi, ses d\u00e9crets et son arr\u00eat\u00e9 concernent en milieu urbain les voies de circulation ouvertes \u00e0 la circulation et tous les espaces publics, y compris les voies de la zone 30<\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">LES PI\u00c9TONS<br><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">Les pi\u00e9tons dans le code de la route forment une cat\u00e9gorie qui comprend les personnes qui se d\u00e9placent \u00e0&nbsp;<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">pied ainsi que les rollers et trottinettes et les utilisateurs de fauteuils roulants.<br><\/span><\/span><\/span><span style=\"font-size: small; font-family: Arial, sans-serif; color: #000000; font-style: inherit; line-height: 1.625;\">Contrairement aux aires pi\u00e9tonnes et aux zones de rencontre, la r\u00e9glementation relative aux pi\u00e9tons est la m\u00eame que pour la voirie \u00e0 50 km\/h. Les pi\u00e9tons n\u2019ont pas de priorit\u00e9 particuli\u00e8re et ils ne sont pas autoris\u00e9s \u00e0 circuler sur toute la largeur de la chauss\u00e9e. La r\u00e8gle est donc la priorit\u00e9 au pi\u00e9ton r\u00e9guli\u00e8rement engag\u00e9.<br><\/span><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: small;\">Toutefois, la vitesse r\u00e9duite des v\u00e9hicules rend compatible la travers\u00e9e des pi\u00e9tons dans de bonnes conditions de s\u00e9curit\u00e9 tout le long de la rue. Les am\u00e9nagements doivent donc tendre \u00e0 faciliter la travers\u00e9e des pi\u00e9tons en tout point de la chauss\u00e9e, en limitant le recours aux passages pi\u00e9tons et en \u00e9vitant les bordures hautes lorsque c\u2019est possible.<\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #333333;\"><span style=\"font-family: 'Helvetica Neue', Helvetica, Arial, 'Nimbus Sans L', sans-serif;\"><span style=\"font-size: large;\"><b><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\">LA SITUATION A NARBONNE<\/span><\/span><\/b><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #333333;\"><span style=\"font-family: 'Helvetica Neue', Helvetica, Arial, 'Nimbus Sans L', sans-serif;\"><span style=\"font-size: small;\"><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\">Depuis la loi de Juillet 2008 qui imposait aux communes de prendre des d\u00e9crets avant la fin de 2010, la plupart des villes fran\u00e7aise se sont mises en conformit\u00e9.
