VERS LA DEFINITION D\u2019UNE POLITIQUE CYCLABLE DEPARTEMENTALE<\/p>\n\n\n\n<p>Aujourd\u2019hui, le contexte le\u0301gislatif devient plus favorable a\u0300 la prise en compte du ve\u0301lo. Dans ce cadre, la mise en \u0153uvre d\u2019une politique cyclable de\u0301partementale peut pre\u0301senter plusieurs objectifs :<\/p>\n\n\n\n<p>1.1 PROGRAMMER ET PLANIFIER LES OPERATIONS DANS LE TEMPS<\/p>\n\n\n\n<p>Dans de nombreux cas, la re\u0301alisation d\u2019ame\u0301nagements re\u0301pond plus a\u0300 des opportunite\u0301s qu\u2019a\u0300 un sche\u0301ma cohe\u0301rent, la tendance peut donc e\u0302tre de re\u0301aliser des ope\u0301rations la\u0300 ou\u0300 l\u2019ame\u0301nagement est facile et de ne rien faire quand les choses se compliquent. L\u2019objectif d\u2019une planification sera de programmer des ope\u0301rations, dont certaines s\u2019e\u0301chelonneront sur plusieurs anne\u0301es du fait de la complexite\u0301 du projet (e\u0301tudes, enque\u0302tes, programmation technique et budge\u0301taire) et de pre\u0301voir leur financement, comme notamment le long du canal du Midi. La complexite\u0301 re\u0301glementaire des projets (acquisitions foncie\u0300res, loi sur l\u2019Eau, re\u0301glementation sur les espaces naturels sensibles, sur les sites classe\u0301s, enque\u0302te d\u2019utilite\u0301 publique, inscription de re\u0301servations dans les PLU&#8230;) ne\u0301cessite une programmation a\u0300 long terme pour e\u0302tre en mesure de livrer les ame\u0301nagements dans le temps.<\/p>\n\n\n\n<p>1.2 POSITIONNER LE DEPARTEMENT SUR DES OBJECTIFS ET DES MOYENS<\/p>\n\n\n\n<p>L\u2019un des principaux be\u0301ne\u0301fices d\u2019une politique cyclable est de pre\u0301senter a\u0300 l\u2019Assemble\u0301e De\u0301partementale un projet cohe\u0301rent en matie\u0300re cyclable et pas seulement des projets e\u0301pars. Par un vote et un de\u0301bat, les e\u0301lus se prononcent sur des objectifs et des moyens avec une programmation budge\u0301taire a\u0300 plus long terme. Des orientations claires sont ainsi donne\u0301es aux services.<\/p>\n\n\n\n<p>1.3 INSCRIRE LES AMENAGEMENTS DANS LES DOCUMENTS D\u2019URBANISME ET LES PROJETS ROUTIERS<\/p>\n\n\n\n<p>La politique cyclable permet de travailler sur les projets a\u0300 long terme. En faisant inscrire le re\u0301seau cyclable dans les SCOT et les PLU, on e\u0301vite des de\u0301po\u0302ts de permis sur des terrains qui ne\u0301cessiteraient sinon des expropriations, des de\u0301lais et des cou\u0302ts supple\u0301mentaires.<\/p>\n\n\n\n<p>De me\u0302me, la de\u0301marche permet d\u2019inscrire d\u2019emble\u0301e le ve\u0301lo dans tous les projets routiers du de\u0301partement.<\/p>\n\n\n\n<p>1.4 INTEGRER LA PROBLEMATIQUE DU VELO DANS LES PROJETS D\u2019INFRASTRUCTURE ROUTIERE<\/p>\n\n\n\n<p>L\u2019un des inte\u0301re\u0302ts de positionner le de\u0301partement sur le de\u0301veloppement du ve\u0301lo est de de\u0301velopper un \u00ab re\u0301flexe ve\u0301lo \u00bb au sein des services, en s\u2019appuyant sur des proce\u0301dures adapte\u0301es et sur des personnes clairement identifie\u0301es.<\/p>\n\n\n\n<p>1.5 DONNER UNE COHERENCE AU RESEAU CYCLABLE<\/p>\n\n\n\n<p>Ici, l\u2019objectif sera d\u2019offrir a\u0300 l\u2019utilisateur des continuite\u0301s cyclables se\u0301curise\u0301es. De nombreux projets voient actuellement le jour sous mai\u0302trise d\u2019ouvrage de\u0301partementale, en lien e\u0301troit avec les structures intercommunales. Une politique cyclable consiste donc a\u0300 veiller a\u0300 la cohe\u0301rence d\u2019ensemble, et harmonisation des initiatives locales.<\/p>\n\n\n\n<p>1.6 HOMOGENEISER LA QUALITE DES REALISATIONS<\/p>\n\n\n\n<p>On observe souvent des qualite\u0301s de re\u0301alisations tre\u0300s he\u0301te\u0301roge\u0300nes en termes de largeur, qualite\u0301 de reve\u0302tement, balisage, franchissement de voiries. Un sche\u0301ma de\u0301partemental clair, sans force\u0301ment imposer de re\u0300gles contraignantes, peut contribuer a\u0300 rendre le re\u0301seau plus homoge\u0300ne et plus lisible pour l\u2019utilisateur par le biais d\u2019une charte de re\u0301alisation.<\/p>\n\n\n\n<p>1.7 REPONDRE DE FAC\u0327ON EQUILIBREE AUX DIFFERENTES DEMANDES<\/p>\n\n\n\n<p>Les demandes peuvent e\u0302tre tre\u0300s diffe\u0301rentes, voire contradictoires. Un sche\u0301ma de\u0301partemental permet d\u2019arbitrer et de proposer des projets pertinents.<\/p>\n\n\n\n<p>1.8 ETABLIR DES REGLES DE FONCTIONNEMENT<\/p>\n\n\n\n<p>Le De\u0301partement n\u2019est pas le seul intervenant dans les politiques cyclables. Les autres collectivite\u0301s peuvent e\u0301galement intervenir, c\u2019est d\u2019ailleurs le souhait du Conseil De\u0301partemental de laisser les territoires libres de prendre la mai\u0302trise d\u2019ouvrage de certains ame\u0301nagements cyclables. La de\u0301finition d\u2019une strate\u0301gie de de\u0301veloppement du ve\u0301lo peut e\u0302tre l\u2019occasion de de\u0301finir des re\u0300gles de fonctionnement claires entre les diffe\u0301rents intervenants en termes de compe\u0301tences techniques, de cofinancement de l\u2019investissement, d\u2019entretien, de re\u0300gles de police et de gestion&#8230;<\/p>\n\n\n\n<p>1.9 COORDONNER LA POLITIQUE CYCLABLE<\/p>\n\n\n\n<p>L\u2019objectif est e\u0301galement de coordonner les de\u0301marches :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A l\u2019inte\u0301rieur du De\u0301partement avec les initiatives communales ou intercommunales,<\/li>\n\n\n\n<li>A l\u2019exte\u0301rieur avec les de\u0301partements voisins et le niveau re\u0301gional,<\/li>\n\n\n\n<li>Avec l\u2019Etat dans le cadre du contrat de projet Etat Re\u0301gion &nbsp;<br>1.10 LE DEPARTEMENT RESTE UN ECHELON INDISPENSABLE D\u2019UNE POLITIQUE CYCLABLE Une bonne coordination de l\u2019action du De\u0301partement avec les politiques urbaines est absolument indispensable a\u0300 la bonne re\u0301ussite de la politique cyclable : Les zones pe\u0301riurbaines sont les secteurs les plus accidentoge\u0300nes pour les cyclistes.
