{"id":1187,"date":"2018-03-28T08:09:18","date_gmt":"2018-03-28T06:09:18","guid":{"rendered":"https:\/\/velocitenarbonne.wordpress.com\/?p=1187"},"modified":"2022-12-21T17:28:59","modified_gmt":"2022-12-21T16:28:59","slug":"narbonne-et-le-velo-quelques-elements-de-reflexion-tires-du-barometre-des-villes-cyclables","status":"publish","type":"post","link":"https:\/\/velocite-narbonne.fr\/index.php\/2018\/03\/28\/narbonne-et-le-velo-quelques-elements-de-reflexion-tires-du-barometre-des-villes-cyclables\/","title":{"rendered":"NARBONNE ET LE V\u00c9LO  : quelques \u00e9l\u00e9ments de r\u00e9flexion tir\u00e9s du barom\u00e8tre des villes cyclables"},"content":{"rendered":"\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-src=\"https:\/\/velocite-narbonne.fr\/wp-content\/uploads\/2018\/03\/banniere-cp-site.jpg\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" class=\"lazyload\" style=\"--smush-placeholder-width: 880px; --smush-placeholder-aspect-ratio: 880\/400;\" \/><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>1-Le sujet du v\u00e9lo int\u00e9resse et concerne les narbonnais<\/strong><\/h4>\n\n\n\n<p>-Il y a eu 200 r\u00e9ponses au questionnaire en ligne lanc\u00e9 par la FUB (F\u00e9d\u00e9ration Nationale des usagers de la Bicyclette), alors que seule l&rsquo;association V\u00e9locit\u00e9 Narbonne a inform\u00e9 les narbonnais.&nbsp;&nbsp;(Pour comparaison&nbsp;: 71 r\u00e9ponses \u00e0 Carcassonne, 165 \u00e0 B\u00e9ziers).<br>Dans d\u2019autres villes fran\u00e7aises, l\u2019enqu\u00eate a \u00e9t\u00e9 annonc\u00e9e et m\u00e9diatis\u00e9e par les mairies ou les communaut\u00e9s d\u2019agglom\u00e9ration, par les journaux locaux, les t\u00e9l\u00e9s et radios locales.<\/p>\n\n\n\n<p>-les r\u00e9ponses viennent de publics divers, et la r\u00e9partition est tr\u00e8s similaire \u00e0 celle observ\u00e9e dans les grandes villes fran\u00e7aises.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-src=\"https:\/\/velocite-narbonne.fr\/wp-content\/uploads\/2018\/03\/narbonne006.jpg\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" class=\"lazyload\" style=\"--smush-placeholder-width: 1175px; --smush-placeholder-aspect-ratio: 1175\/806;\" \/><\/figure>\n\n\n\n<p>-les deux questions \u00ab&nbsp;ouvertes&nbsp;\u00bb contenues dans le questionnaire concernant les points noirs et un commentaire g\u00e9n\u00e9ral ont fait l\u2019objet de tr\u00e8s nombreuses r\u00e9ponses d\u00e9taill\u00e9es, motiv\u00e9es, diverses et passionn\u00e9es.&nbsp;L\u2019\u00e9tude de ces commentaires sera une mine d\u2019information et permettra une analyse exceptionnelle, jamais faite, des points noirs ressentis, des souhaits et des propositions des usagers citoyens.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>2-Narbonne est class\u00e9e avant-derni\u00e8re parmi 60 villes de 50000 \u00e0 100000 habitants <\/strong><\/h4>\n\n\n\n<p>L\u2019analyse pr\u00e9cise des r\u00e9ponses indique la cause de ce classement d\u00e9sastreux.<br>L\u2019examen des douze notes les plus basses (inf\u00e9rieures \u00e0 2 sur 6) et la comparaison avec la moyenne des villes de la cat\u00e9gorie permettent d\u2019\u00e9tablir les faits suivants&nbsp;:<\/p>\n\n\n\n<p><strong>-les narbonnais ont peur d\u2019utiliser leur v\u00e9lo <\/strong>(questions 12, 10, 8, 27, 11, 7 )<br>Ceux qui le pratiquent au quotidien mettent en avant le danger de circuler, que ce soit en centre-ville, sur les grands axes, le long des routes. Ceux qui ne l\u2019utilisent pas ou plus ont renonc\u00e9 \u00e0 cause de ce sentiment d\u2019ins\u00e9curit\u00e9.<br>Ils consid\u00e8rent que les enfants et les personnes \u00e2g\u00e9es ne peuvent circuler \u00e0 v\u00e9lo.<\/p>\n\n\n\n<p><strong>-les narbonnais d\u00e9noncent le manque d\u2019am\u00e9nagements cyclables <\/strong>(pistes et bandes cyclables, parcs \u00e0 v\u00e9lo s\u00e9curis\u00e9s, itin\u00e9raires balis\u00e9s\u2026) et l\u2019absence de consid\u00e9ration des cyclistes par les pouvoirs publics (questions 16, 20, 19, 2, 18, 17 )<\/p>\n\n\n\n<p>En comparaison avec ces notes extr\u00eamement basses, les notes concernant l\u2019agr\u00e9ment de circuler \u00e0 v\u00e9lo, le vol, le stationnement, et m\u00eame la cohabitation avec les automobilistes sont moins basses, tout en restant n\u00e9gatives et toujours inf\u00e9rieures \u00e0 la moyenne des villes de la cat\u00e9gorie.<\/p>\n\n\n\n<p>La seule note positive concerne la facilit\u00e9 de trouver un magasin ou un atelier de r\u00e9paration, et ce malgr\u00e9 l\u2019absence d\u2019un atelier d\u2019autor\u00e9paration autog\u00e9r\u00e9 que V\u00e9locit\u00e9 Narbonne cat\u00e9gorie est pleine d\u2019enseignements&nbsp;: les personnes ayant r\u00e9pondu au questionnaire reconnaissent les engagements des municipalit\u00e9s&nbsp;!<\/p>\n\n\n\n<figure complet et sans coupure et des itin\u00e9raires directs et rapides<\/strong><\/h4>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-src=\"https:\/\/velocite-narbonne.fr\/wp-content\/uploads\/2018\/03\/narbonne004.jpg\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" class=\"lazyload\" style=\"--smush-placeholder-width: 1126px; --smush-placeholder-aspect-ratio: 1126\/562;\" \/><\/figure>\n\n\n\n<p>Un r\u00e9seau cyclable complet et sans coupure, c\u2019est la pr\u00e9conisation pl\u00e9biscit\u00e9e \u00e0 89&nbsp;% \u00e0 Narbonne\u2026<\/p>\n\n\n\n<p>Ce n\u2019est qu\u2019\u00e0 moiti\u00e9 une surprise, tant l\u2019absence d\u2019un tel r\u00e9seau est ressentie comme le frein principal au d\u00e9veloppement de d\u00e9placements doux dans l\u2019agglom\u00e9ration du Grand Narbonne.<br>C\u2019est cependant plus encore que la moyenne des r\u00e9ponses dans les r\u00e9sultats nationaux du barom\u00e8tre (79%)<br>Cela nous interpelle tous, \u00e9lus, associations d\u2019usagers et citoyens.<\/p>\n\n\n\n<p>Il \u00e9tait admis que l\u2019apaisement de la circulation automobile (par la cr\u00e9ation de zones 30km\/h, zones de rencontre, ralentisseurs\u2026) \u00e9tait une politique qui permet le d\u00e9veloppement de la pratique du v\u00e9lo, l\u2019\u00e9tablissement d\u2019 une ville plus apais\u00e9e et plus adapt\u00e9e aux pi\u00e9tons.<br>L\u2019enqu\u00eate de la FUB, et particuli\u00e8rement des r\u00e9sultats de Narbonne dans notre cas, d\u00e9montre que la cr\u00e9ation d\u2019un r\u00e9seau complet d\u2019am\u00e9nagements cyclables ne pourra \u00eatre \u00e9vit\u00e9e si on souhaite un vrai d\u00e9veloppement de la pratique du v\u00e9lo permettant de r\u00e9pondre aux d\u00e9fis de la ville du XXI\u00e8me si\u00e8cle\u00a0.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" l\u2019\u00e9talement urbain, de la cr\u00e9ation de quartiers p\u00e9riph\u00e9riques distants et de villages \u00ab&nbsp;dortoirs&nbsp;\u00bb dans l\u2019agglom\u00e9ration, prenant en compte le d\u00e9veloppement des v\u00e9los \u00e0 assistance \u00e9lectrique, il appara\u00eet indispensable de lancer un plan pluriannuel ambitieux d\u2019\u00e9quipements cyclables au niveau du Grand Narbonne.<\/p>\n\n\n\n<p>\u00c0 cette condition, les r\u00e9sultats de l\u2019enqu\u00eate \u00ab&nbsp;barom\u00e8tre des villes cyclables&nbsp;\u00bb apportent de nouveaux \u00e9l\u00e9ments d\u00e9montrant que le potentiel de d\u00e9veloppement de l\u2019utilisation du v\u00e9lo au quotidien est tr\u00e8s important.<\/p>\n\n\n\n<p>\u00ab\u00a0Construisez des \u00e9quipement cyclables, vous aurez des v\u00e9los\u00a0!\u00a0\u00bb, cette expression attribu\u00e9e \u00e0 un sp\u00e9cialiste des transports trouve des arguments s\u00e9rieux dans les 113.000 r\u00e9ponses de la premi\u00e8re enqu\u00eate nationale d\u2019envergure aupr\u00e8s des cyclistes fran\u00e7ais.<\/p>\n\n\n\n<p>Si Narbonne \u00e9coute ses habitants, la place de \u00ab&nbsp;quasi lanterne rouge&nbsp;\u00bb obtenue lors de la premi\u00e8re \u00e9dition du Barom\u00e8tre des villes cyclables (qui sera r\u00e9alis\u00e9e tous les deux ans) ne sera bient\u00f4t plus qu\u2019un mauvais
